TITLE: Regional HIS/DH Specialist
REPORT TO: Regional Cluster Lead
TECHNICALLY REPORTS TO: South Ethiopia
TOTAL NO. OF Position: One
DUTY STATION: Jinka with possible field trips to other regions as deemed necessary
SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:
Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia’s Health Sector.
Embedded in the RHBs (South Ethiopia), these position holders will act as a point of regional contact for the project, plan and technically support the RHBs in the implementation of data use, digitization and HIS governance efforts. S/he should be vibrant enough to understand HIS in its broader scope, design and implement interventions, mentor departments and build capacity and provide overall oversight and guidance to the regional HIS operationalization. The incumbents are responsible for multiple duties including but not limited to strengthening PMTs, institutionalization of data quality assurance mechanism, building capacity of planners and program staff on HIS, ensuring the functionality of DHIS-2, eCHIS, MFR and other relevant digital tools.
Under the supervision and guidance of the Regional Cluster Lead and technical support by technical leads for data use, governance and digitization at central office, the position holders will be responsible to assist the RHB implement Information Revolution (IR) and strengthen the health information system of the region. He/she will be embedded at the RHB and intimately support the regional efforts.
Roles and Responsibilities include:
- Provide programmatic guidance and technical assistance to strengthen data demand and use at the regional level and below.
- Support RHB on implementation of data quality assurance techniques at all levels in the region, engage in conducting data quality review and provision of feedback, ensure that the data quality feedback given is used for improving the data quality
- Participate and facilitate on, analyzing of data, visualization of data and promoting data use practice at all levels in the region
- Facilitate the use of DHIS2 and other information system tools for data analysis and visualization to enhance data driven decision making.
- Work with the national HIS and Data Use specialists to ensure regional implementation of appropriate strategies and tools developed at the national level for strengthening the use of health data, identify data needs at different levels, and build capacity to implement.
- Support the IR model Woreda/facility assessments, root cause analysis, tailored plan development and documentation from demonstration woredas and model institutions identified in the region
- Facilitate the use of data through the application of innovative approaches at regional, woreda, health facility, and community levels.
- Build capacity on demand for and ability to use routine health data for evidence-based decision making at regional and lower levels through ensuring functionality of data use platforms and organizing mentorship, supportive supervision, training and workshops.
- Support RHB in proactively identifying, documenting and sharing lessons learnt and best practices across the regional key HIS stakeholders.
- Identify and mentor champions of information use at regional and lower levels and further develop their capacity as leaders for improving data-informed decision making.
- Support the community health information system including efforts to digitize it.
- Support and strengthen the regional HIS governance structures such as TWGs and regional steering committee
- Support the coordination of HIS partners in the region in to enhance resource mobilization, avoid duplication of efforts and ensure the realization of the regional HIS plans and HIS strengthening efforts
- Participate and support strategic and annual planning forums at regional and woreda level.
- Attend HIS related forums in the region and represent DUP accordingly
- Support deployment of digitization platforms such as DHIS2, MFR, EMR…etc at administrative structure and health institution in the region.
- Serve as the point of contact for regional level DUP’s work with DUP central office staff, DHA, CBMP University and other partners.
- Prepare and submit monthly and other reports as required to DUP central office
- Provide other related supports as demanded by the RHB, immediate supervisor and/or DUP
About You
Requirements
Education
- A Master’s in Public Health, Health Informatics, or related field
Language Proficiency
- Excellent verbal and communication skills in English, Amharic and language spoken in the region
Experience
- Minimum 5 years of progressive experience in health management information systems, Monitoring and Evaluation, data visualization, analytics experience

- Ability to independently organize work and prioritize tasks.
- Ability to internalize and work to have close relationship with other coworkers

- Experience with Microsoft Office packages (Word, Excel, PowerPoint) and DHIS 2, SPSS, EPI Info (advantageous)
