Organizational Background

The Network of Ethiopian Women’s Associations (NEWA) is a non-partisan, non-governmental network organization established in 2003, and currently NEWA has 50-member local organizations and associations seeking to create a stronger advocacy voice for women’s advancement. NEWA has a twofold goal: synchronizing the individual activities of women’s associations into an integrated collective effort and synergy to realize their common aspirations for gender equality; and launching a vigorous public campaign of promotion, advocacy, and lobbying for women’s rights.

Position Overview

The Resource Mobilization and Partnership Officer is responsible for identifying funding opportunities, developing high-quality proposals, building strategic partnerships, supporting NEWA’s member, assessing members capacity and supporting the organization’s fundraising efforts. The officer will work closely with program teams, management, and donors to secure resources for existing and new programs and social enterprises in line with the organization’s mission and strategic objectives.

Key Responsibilities

1. Resource Mobilization & Donor Engagement

  • Identify and track relevant funding opportunities from bilateral, multilateral, foundations, and private sector donors.
  • Develop and maintain a pipeline of funding prospects.
  • Cultivate relationships with current and potential donors through regular communication and updates.
  • Support the development and execution of the organization’s resource mobilization strategy.
  • Prepare donor profiles and briefing notes for senior leadership.

2. Proposal Development

  • Lead or coordinate the development of high-quality concept notes, expressions of interest (EOIs), and full proposals.
  • Collaborate with program, finance, M&E, and operations teams to ensure proposals are technically sound and budgeted accurately.
  • Ensure all proposals meet donor guidelines, deadlines, and organizational standards.
  • Maintain a proposal and grant tracking system, including deadlines, submissions, and feedback.

Membership management

  • Work closely with NEWA’s member and handling all membership related affairs
  • Serve as a Focal person of NEWA to be contacted by members
  • Support organizations which wants to be NEWA’s member
  • Participate in different platforms that are related with partnership

3. Reporting and Compliance

  • Support grant reporting by contributing to donor reports, ensuring alignment with proposal objectives and indicators.
  • Monitor compliance with donor requirements, including branding, communications, and financial reporting.
  • Maintain documentation and archives of submitted proposals and related materials.

4. Knowledge Management and Capacity Building

  • Support training and capacity-building initiatives for staff on proposal writing and donor engagement.
  • Keep up-to-date with industry best practices in fundraising, proposal writing, and donor trends.
  • Document and share lessons learned from past proposals and donor feedback.
About You

Required Qualifications

Education:

  • Bachelor’s degree in Development Studies, Communications, Business Administration, Project Management, Economics, or a related field.
  • Master’s degree is preferred.

Experience:

  • With a Bachelor’s degree: Minimum of 5 years of relevant experience.
  • With a Master’s degree: Minimum of 3 years of relevant experience.

Relevant experience includes resource mobilization, grant writing, and partnership management preferably within the NGO or development sector.

Skills and Competencies:

  • Strong understanding of donor landscape both the development and humanitarian.
  • Excellent written and verbal communication skills in English (other languages an asset).
  • Demonstrated experience developing winning proposals for institutional and private donors.
  • Strong coordination, organizational, and interpersonal skills.
  • Ability to work under pressure and meet tight deadlines.

Desirable Skills

  • Familiarity with project design tools such as Logical Frameworks (LogFrame), Theory of Change (ToC), and Results-Based Management (RBM).
  • Experience with budgeting and cost proposal development.
  • Knowledge of fundraising tools and CRM systems.
