Job Description

Background

The Special Advisor for Pharmaceutical & Supply Chain Management plays a critical role in ensuring the generation, and strategic utilization of pharmacy service and pharmaceutical supply data. This position focuses on optimizing information systems to enhance pharmacy service provision and pharmaceutical supply management efficiency. The role involves overseeing data governance and supporting evidence-based decision-making in pharmacy service and pharmaceutical supply management.

  • Division/Region; The incumbent consultant will be based at MoH, Addis Ababa and travel as necessary to RHB offices
  • Reports to; Pharmacy Service desk
  • Type and duration; 12 months’ contract with possibility of extension subject to performance up to the project period.
  • Salary; Negotiable based on the MoF Salary scale for project staff

Objective

The objective of this post is to provide MOH with the Supply Chain Management capacity and enable the MOH Pharmacy Service desk to effectively process Pharmaceutical & Supply Chain Management activities under the project. This will contribute to the success of the project as a whole.

SPECIFIC TASKS / ACTIVITIES

  • Oversee the generation, and utilization of pharmacy service and pharmaceutical supply chain data to support informed decision-making.
  • Strengthen evidence-based decision-making processes through the optimal use of pharmacy service and pharmaceutical supply data.
  • Ensure data visibility and accessibility across all levels of the healthcare system for improved operational efficiency.
  • Assist in designing and implementing key performance indicators (KPIs) to assess and enhance the efficiency of pharmacy service delivery and pharmaceutical supply management.
  • Provide expert guidance on maintaining the quality, accuracy, and reliability of pharmacy service and pharmaceutical supply chain data.
  • Provide technical expertise for the expansion and optimization of digital tools supporting pharmacy service and pharmaceutical supply management.
  • Lead the development and enforcement of policies governing pharmacy services and pharmaceutical supply information management.
  • Ensure adherence to national and international pharmaceutical regulations, maintaining compliance with reporting standards.
  • Foster collaboration among stakeholders to enhance transparency and efficiency in pharmacy service and pharmaceutical supply management.
  • Lead capacity-building initiatives to equip pharmacy professionals with the knowledge and skills required for pharmaceutical information system management.
  • Contributes to long-term strategic planning and policy development for sustainable pharmacy service delivery and pharmaceutical supply optimization.

About You

Qualifications

  • A mandatory bachelor’s degree in pharmacy,
  • A master’s degree/PHD in pharmacy or public health related fields.
  • A minimum of 16 years of proven work experience in Pharmaceutical & Supply Management for candidates with a bachelor’s degree, 14 years of experience for those with a master’s degree, and 12 years of experience for those holding a PhD.
  • At least 8 years of experience at the Federal or Regional level in pharmacy service and pharmaceutical supply management
  • Strong organizational and communication skills.
  • Ability to follow SOPs and work within regulatory frameworks
