About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: Sr. Planning Monitoring Evaluating and Reporting Officer

Purpose of the Position

The Senior Monitoring, Evaluation, and Reporting Officer will ensure effective oversight and assessment of Migration projects within ERCS. The post holder will develop and implement monitoring and evaluation frameworks, collect and analyze data to measure impact and outcomes, and report findings to the Project Coordinator, donor, and branches. This role is crucial for improving migration project effectiveness, accountability, and decision-making processes.

Summary of Roles and Responsibilities

  • Collects relevant information from internal and external sources, compiles, analyzes, and formulates input data for planning.
  • In consultation with team members, develops M&E plans for the migration project using standard templates.
  • Works with the Migration Project Coordinator on needs assessments, PMER setup, and development of reporting tools for all implementing areas.
  • Ensures implementation of the M&E plan and supports implementing branches, project coordinators, and field officers in timely reporting, including consolidating comprehensive periodic progress reports for partners.
  • Coordinates the preparation and delivery of narrative/financial reports and analyzes progress according to the agreed project MOU timelines.
  • Participates in SWOT analysis and contributes to strategic, medium-term, and short-term project planning based on environmental assessments.
  • Prepares and revises short, medium, and long-term plans for the project in response to changing circumstances or contingencies.
  • Develops guidelines and tools that standardize and improve planning, monitoring, evaluation, and reporting across the migration program.
  • Compiles and analyzes performance evaluation data against plans and conducts variance analysis.
  • Evaluates project implementation progress against donor agreements.
  • Conducts field visits to monitor progress as per the agreed plan.
  • Maintains and upgrades the migration program’s PMER database.
  • Processes, evaluates, and interprets data for planning, monitoring, and evaluation purposes, presenting it in appropriate formats such as tables, graphs, and charts.
  • Disseminates approved plans and budgets with clear instructions for execution.
  • Participates in the development of standard performance indicators and statistical data collection formats.

About You

. Qualification Requirements

Education:

  • Second or First Degree in Economics, Management, Statistics, Development Studies, or Regional and Local Development Studies.

Experience:

  • 6 years (for Master’s degree holders) or 8 years (for Bachelor’s degree holders) of work experience in humanitarian and development projects.

  • Microsoft Office (advanced Excel skills), Data Visualization (Power BI, Tableau).
  • Analytical tools (SPSS, Stata).

Languages:

  • Fluency in English (spoken and written).
  • Fluency in Amharic (spoken and written).
  • Knowledge of other local languages relevant to the project is an advantage.

5. Budget Information

The budget for this position will be charged to the Wellbeing and Resilience for Migrants and Vulnerable Communities project.
