Project Background:

Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries.  Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding. 

The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic.  The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. 

In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.

Position Summary: 

The Technical Lead – Digital Health serves as the lead architect and advisor for the strategic planning, design, and implementation of national digital health solutions in Ethiopia. This role oversees the integration and optimization of multiple health information platforms, including DHIS2, eCHIS, Bahmni/EMRs, LMIS/Dagu, and interoperability layers, to ensure data-driven health system strengthening. The Technical Director collaborates closely with the Ministry of Health, EPSA, regional health bureaus, and implementing partners to promote the adoption of scalable, sustainable, and interoperable digital systems. The position plays a critical leadership role in aligning technical interventions with national health strategies, ensuring quality implementation, and fostering local capacity for long-term system ownership.

Primary Duties and Responsibilities: 

  • Provide strategic technical leadership for the development, implementation, and scale-up of national digital health systems.
  • Lead the design of system architectures that support interoperability, data governance, and cross-platform integration.
  • Ensure alignment of all digital health interventions with MOH strategies, global standards, and country needs.
  • Supervise and mentor a multi-disciplinary technical team working across HIS domains (e.g., DHIS2, eCHIS, EMRs, LMIS).
  • Oversee quality assurance processes to ensure effective deployment, usability, and performance of digital tools.
  • Facilitate coordination between system developers, product managers, government counterparts, and implementing partners.
  • Support national digital governance, policy development, and standard operating procedures for digital systems.
  • Lead capacity-strengthening initiatives to build national and regional expertise in digital health architecture and management.
  • Contribute to donor reporting, strategic planning, and documentation of lessons learned and best practices.

Required Qualifications:

  • Master’s degree in Health Informatics, Information Systems, Computer Science, or a related field.
  • At least 10 years of progressive experience in digital health systems, with a minimum of 5 years in a senior technical leadership role.
  • Deep expertise with major digital health platforms and standards (e.g., DHIS2, OpenHIE, OpenMRS/Bahmni, LMIS, FHIR, HL7).
  • Demonstrated experience leading large-scale digital health projects, preferably in Ethiopia or similar low-resource contexts.
  • Strong understanding of national health systems, data use ecosystems, and digital governance structures.
  • Excellent interpersonal, leadership, and stakeholder engagement skills, especially in multisectoral and government-facing environments.
  • Proven ability to manage and mentor technical teams across diverse digital domains.
  • Fluency in English required; proficiency in Amharic or another local language is a plus.
