Job Description

Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Ethiopia for over 60 years. Current programs span relief and development in various sectors including Food Security & Livelihoods (FSL), Health and Nutrition, WASH, Child Protection, Education and Child Rights Governance working in Ethiopia to help communities cope with drought, flooding, conflict and displacement.

The ‘Meeting Immediate Basic Needs through Multi-Purpose Cash Assistance in Ethiopia’ project has been implemented by a consortium led by Save the Children (SC) with DCA, PIN, NRC, AAH, DRC (hereafter the Ethiopia Cash Consortium, ECC), kicked off on 1 June 2023. The project is based on a cost-efficient, harmonized and coordinated Multi-Purpose Cash Assistance intervention design, which contributing to the humanitarian response to critical humanitarian needs in Ethiopia. The specific objective of the project is to support critical basic needs of most vulnerable households whilst empowering families giving the decision-making power to meet their needs.

The ECC has been intervening in 13 zones in seven regions including, Somali, Afar, Tigray, Amhara, Benishangul Gumuz, SNNP, and Oromia. Locations were identified based on Hot spot classification in coordination with the Ethiopian Cash Working Group. The ECC has reached 224,772 unique beneficiaries, including local population (82,165), IDPs (95,244), returnees (17,281) and refugees (9862), other persons on the move (2472), and in camp or camo like (17,749). The project also supports ECWG to foster MPCA delivery effectiveness and harmonize cash transfer procedures including technical components and operational approaches in Ethiopia

Objective

The objective of this consultancy is to develop a comprehensive digital platform that will:

  • Host a harmonized market assessment and monitoring tool for use by ECWG members’ humanitarian organizations.
  • Provide a centralized depository service for storing agency-level reports and market data.
  • Include an interactive dashboard for real-time analysis and visualization of market conditions and trends.
  • Improve coordination and harmonization of market assessments across different stakeholders

Scope of Work

The consultant will be expected to:

Review: Analyze current market assessment tools and reporting methods used by humanitarian organizations, identifying gaps and opportunities for harmonization.

Design and Develop: Build a digital platform that incorporates the harmonized market assessment tool, depository services, and a dashboard.

Integration: Ensure compatibility with existing data systems and the ability to integrate market data from multiple organizations.

Pilot: Test the platform with key stakeholders and gather feedback for optimization.

Training & Capacity Building: Provide training for relevant users on how to access, use, and update the platform.

Documentation: Develop user manuals and technical documentation to support platform usage and maintenance.

Reporting: Deliver a final report that includes an overview of the platform, lessons learned during development, and recommendations for future improvements

About You

Qualifications and Experience/ Essential profile of the consultant/ Qualifications

Key Expert’s qualifications and competence for the Assignment:

  • Proven experience in information management and digital solution development.
  • Strong understanding of market monitoring and assessment tools.
  • Experience in developing dashboards, maps and data integration.
  • Excellent communication, training, and documentation skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Proven experience in developing digital platforms and tools, particularly in humanitarian or development contexts.
  • Familiarity with Power BI or other dashboard and data visualization tools.
  • Experience in designing and implementing market assessment and monitoring systems. Experience working with multiple stakeholders and coordinating between different organizations is preferred.
