Beza Posterity Development Organization (BPDO) was established in the year 2000 GC as an anti-HIV/AIDS club when HIV/AIDS was the prime cause of the death of countless youths and children and high discrimination and stigma from any social and cultural engagements in the operation areas. The club was initiated by a group of committed and volunteer youngsters whose hearts were touched by the HIV epidemic.

Having passed through a serious phase, from being an anti-HIV/AIDS Club 25 years ago to an Association BPDO is now a non-governmental humanitarian organization that is legally registered and licensed by the FDRE Authority for Civil Society No. 1113/2019 as a local civil society organization with registration No of 1221.

BPDO’s head office is in the capital city of Ethiopia, Addis Ababa, and extended its areas of operation and area coordination offices in eight regional states of the country (Bahir Dar, Addis Ababa, Kombolcha, Semera, Dire Dawa, Harar, Somali, and Tigrayin collaboration with various international and Local NGOs, government and private sectors, and community-based organizations.

BPDO has the following Three major programmatic interventions

  1. Health Program (HIV/AIDS prevention & care & support, Sexual Reproductive Health (SRH) Nutrition, WASH)
  2. Socio -Socio-economic program (Migration protection &reintegration, Child Protection, Education, and Livelihood support
  3. Capacity building and Advocacy (Capacity building for CBOs, peacebuilding and conflict resolution, good governance, Human rights advocacy like GBV and others
  4. Emergency & Sustainable Development; – design appropriate & timely strategies to respond to emergencies where BPDO is operating engaging the local community at ground level using possible efforts to alleviate terrible situations,

This Terms of Reference (TOR) covers an overall requirement to undertake an organizational impact assessment for BPDO from 2000 to 2024. The purpose of this impact is to outline and figure out BPDO’s contribution to marginalized communities throughout its operational areas.

The expected outcome of this assessment will be to articulate major achievements, impactful contributions, and unreserved efforts of BPDO for the growth, and self-sustainability of many targeted groups with respected projects. The strategic approach is expected to cover all operational areas implemented by all projects throughout BPDO’s 25th-year historical journey.

 

Objective

The objective of this organizational impact assessment is to: – 

  • Document key contributions and achievements of the organizational life
  • To organize & document best practices, lessons learned, and success stories
  • Producing valuable recommendations for future organizational strategic planning

Duration of the Assignment

The total duration of this assessment will be 4 weeks including preparation, validation, and finalization. The assignment shall be carried out after signing the agreement.

Scope of the assessment /work 

This specific assignment will cover Health &Socio economic project intervention areas of the Amhara KP HIV prevention, care, and treatment Projects; Addis Ababa KP Activities, Job creation activities held at Afar, Amhara, Somali, Addis Ababa, and regions, Family Focus project activities at Amhara region, Safe migration activities that take place both Addis Ababa and Amhara regions with contacting Key regional stakeholders and project beneficiaries or target groups.

The consultancy firm is expected to present the final assessment outcome for SMT & 25th anniversary time

Operational Strategies 

The detailed strategies will be elaborated by the team/consultants/firm based on this TOR and documented in the inception report which is subject to approval by the management. But the below-listed mechanisms will be considered by the consultant

  • Asses Organizational capacity, governance &transparency
  • Asses organizational partnership & networking management
  • Assess testimonials with the government and donor agencies
  • Assess community engagement and organizational acceptance within operational areas

Methodologies

  • Inception meeting and finalization of the work plan
  • Document Review
  • Field /Site Visit
  • Key Informant Interview (KII)
  • Interview with representatives of BPDO

Key Outputs/Key Deliverables

  • Clearly outline major organizational achievements and best practices that show BPDOs as its infant stage to its current status
  • To produce or generate and compile organizational documents that may be used as a springboard for further program-implementing periods or plans
  • Suggest the functions or program interventions/activities that will drive value creation for BPDO for the community
  • Outline institutional development goals with specific outcomes in link to the previous strategic plan
  • Indicate what the core competencies are, critical resources, key factors, and drivers of success BPDO needs to muster in the SWOT analysis concept.
  • Submit & present a hard copy or an electronic copy of the assessment results

Right and responsibility of two parties 

Right of BPDO

  • BPDO, if deemed necessary for clarification or elaboration of any specific task, may modify the TOR document by an amendment.
  • The bidders are allowed to resubmit their bid if required, after such amendments.
  • This agreement shall be subject to Ethiopian Law.
  • Before taking legal steps, the parties shall enter the discussion to find an acceptable settlement of such dispute by direct negotiation.

Obligations

  • Pay the agreed payment as per the written agreement
  • Provide immediate feedback & comment when requested
  • Support the selected consultant for information access

Right &Responsibility of Consultant firm

Rights 

  • Claim payment as per the agreement
  • Request comments & feedback from the draft report

Obligations 

  • Delivered consolidated report within the agreed deadline
  • Accomplished the task independently
  • Accept and consider necessary comments and feedback from BPDO

About You

Required Skills and Experience 

       The consultant/Firm should have:

  •  A master’s degree in public health, business administration, or a related field
  • At least 10 years of experience and significant professional background in organizational experience documentation and assessment, outcome assessment, manuals, guidelines, policy development and conducting evaluation, and consultancy service
  • Knowledge about Civil Society Organizations, particularly Local NGOs and the country’s strategic policies
  • Previous experience in conducting similar work for CSOs will be preferred
  • Can present written references from at least 2 organizations with good track records

Requirements selecting criteria 

  • Consulting Firms / Consultants submitting the proposal must be a legal entity, must have a valid trade license, TIN, and VAT Registration number
  • All communications to BPDO including the proposal and the bid documents shall be signed on each page by the authorized representative of the bidder and an authority letter should be attached to the bid
  • The consultants are required to submit a technical and financial proposal addressing all the requirements mentioned in the terms of reference along with a detailed financial proposal that provides a clear breakdown of all expenditures which are associated with the assignment clearly stated before or After VAT
  • The firm should also provide a company profile including the CVs of the team members who will be involved in this assignment including a list of their own experiences and certificates.
