Job Description
The Digital and Creative Economy (DICE) Hub Project is a 2-year pilot initiative in Ethiopia, designed as a career incubator and accelerator for youth from both refugee and host communities in Addis Ababa. This project aims to provide young individuals with the skills, knowledge, and opportunities needed to thrive in the burgeoning digital and creative sectors. By fostering talent and facilitating career development, the DICE Hub Project seeks to bridge the gap between education, skilling and employment, enabling youth to access sustainable livelihoods and contribute to the economic growth of their communities.
Recognizing the immense potential of the digital and creative economy, the DICE Hub Project will focus on equipping participants with industry-relevant technical skills, enhancing their employability, and supporting their entrepreneurial endeavours. The project will provide comprehensive training and coaching, facilitate job placements and apprenticeship/internships and create market linkages to connect participants with potential employers and clients. Through a holistic approach, the DICE Hub Project will empower youth to navigate the challenges of the job market and seize opportunities in the dynamic digital and creative industries.
The success of this initiative relies on the expertise and dedication of a training consultant that can deliver targeted support in participant advanced technical training. Through this consultancy assignment, the DICE Project aims to create a robust ecosystem that nurtures talent, drives innovation, and fosters economic resilience among youth in Ethiopia.
Objectives & Deliverables
The objectives of this assignment are to provide comprehensive training in relevant technical skill for the DICE Project and create and enhance market linkages for freelancers to access paid contract opportunities, specifically in the field of Digital Marketing.
Deliverables
The consultant/company will be responsible for the following tasks:
Training and Curriculum Development:
- Design and deliver a training curriculum tailored to the needs of the digital and creative sectors.
- Provide both technical skills training (e.g., graphic design, digital marketing), entrepreneurship (business model generation, client engagement, business finance, etc.)
Duration of contract
The consultancy is expected to last 6 months (from July – December 2025).
Duty Station
The assignment will take place in FCA Digital creative economy Hub Addis Ababa, Ethiopia.

Administrative Compliance/ Application requirements
For the Evaluation Process to commence the Prospective candidates will first be subjected to administrative compliance by the procurement Committee. Those who fail to qualify in the administrative compliance stage will automatically be disqualified and will not proceed to the Evaluation stage.

Qualifications
- The Consultant/Company should possess the following qualifications and experience: Demonstrated expertise in the digital and creative sectors.
- Strong network and relationships with industry stakeholders, businesses, and employers. Experience working with diverse and vulnerable populations, including refugees.
- Strong project management skills and the ability to deliver within tight timelines. Excellent communication, reporting, and documentation skills.

Candidates must put “DICE Proposal” on the subject line of their emails when submitting their applications.
No tender may be changed or withdrawn after the deadline has passed.
The candidate shall bear all costs associated with the preparation and submission of the offer and the Contracting Authority will in no case be responsible for or liable for these costs, regardless of the conduct or outcome of the procurement process.
Each cohort has roughly 35 trainees, who receive practical classroom training during a period of 2 months, whilst the last one-month period is an internship ( job placement) period. It’s planned to conduct two cohorts being trained concurrently, with each cohort attending two days of training each week.
NB: An applicant can submit its technical and financial proposal, considering the eight cohorts and stating it clearly and precisely in its Technical and financial proposals.
