1. Background of SYHLA

Save Your Holy Land Association (SYHLA) is a legally registered Ethiopian Civil Society Organization (CSO), operating under Registration No. 0382 with the Authority for Civil Society Organizations. Established in December 2001 in Lalibela, SYHLA is a non-profit, non-political, non-religious, and non-partisan organization founded by two university graduates committed to youth and community empowerment. Over the years, SYHLA has evolved into a leading community-based organization driving social, economic, and environmental transformation among Ethiopia’s most vulnerable communities, especially women and youth.

SYHLA envisions empowered, visionary, healthy, and environmentally conscious youth and communities actively engaged in shaping a just, resilient, and sustainable future for Ethiopia. The organization works across multiple sectors including health, nutrition, WASH, education, climate resilience, eco-tourism, governance, agriculture, protection, and livelihoods, in strong collaboration with local communities, government institutions, and development partners.

2. Project Background: “Empower HER: Crisis-Resilient Women Leading Food Security Initiative”

The UN Women-Women, Peace, and Humanitarian Fund (WPHF) project “Empower HER” initiative is being implemented in Abergelle Yechila (Tigray Region) and Aba’ala Woreda (Afar Region) by SYHLA and ECYDO. The project aims to enhance the participation and leadership of women in food security planning and crisis response. This consultancy is central to Objective 3: Increased Awareness through Advocacy Campaigns and Objective 4: Enhanced Gender-Responsive Food Security and Nutrition Practices.

This ToR seeks to engage two experienced media consultants (or a single firm with demonstrated capacity in both required languages) to produce and disseminate radio and video content that amplifies the project’s key messages and highlights the role of women in food security.

3. Purpose of the Consultancy Service

The consultancy aims to support the project’s advocacy and communication objectives by producing and broadcasting locally relevant, linguistically appropriate, and culturally sensitive radio messages and short video documentaries that promote women’s leadership in food security.

4. Objectives of the Assignment

General Objective:

To professionally design, produce, and broadcast engaging radio messages and a summary video that effectively increase community awareness on the importance of women’s participation and leadership in food security planning and response within the target Woredas.

Specific Objectives:

  • To document the voices and experiences of women leaders involved in food security.
  • To create and broadcast compelling radio spots in local languages (Tigrinya and Afar).
  • To promote community awareness through local radio and social media.
  • To produce short video documentation of good practices and community stories.

5. Scope of Work

Under the joint supervision of SYHLA and ECYDO, the selected consultant/media firm will:

Content Development and Radio Production:

  • Develop content and produce 10 radio messages (5 in Tigrinya, 5 in Afar), each up to 5 minutes in duration by interviewing the project rights holders.
  • Record interviews with women leaders and community members in Abergele Yechila (Tigray) and Abala (Afar).
  • Ensure the messages highlight advocacy, leadership, and gender-responsive food security themes.

Broadcasting:

  • Identify and select the most suitable radio channels to reach the target populations in both Woredas.
  • Manage the airing of the radio spots a total of 50 times (25 broadcasts per language/region).
  • Provide a detailed broadcasting schedule and a final report confirming the airing times.

Social Media Dissemination:

  • Share 10 radio messages through appropriate social media platforms and provide SYHLA/ECYDO with posting links and CDs.

Video Documentation:

    • Produce a 10-minute videos (1 video per location/language) capturing good practices and experiences from project areas.

Final Report Summary of activities, challenges, lessons learned, and links to all outputs, including audience monitoring and estimation reports.

8. Duration and Timeline

The consultancy contract will run for five months, commencing in August 2025.

9. Required Qualifications and Experience

Institutional/Company Requirements:

  • Valid and renewed Business LicenseTIN, and VAT registration in Ethiopia.
  • Proven track record of producing high-quality media content in local languages.
  • Operational presence or access to Tigray and Afar regions, specifically the target Woredas.
  • Compliance with child and adult safeguarding standards and anti-corruption policies.

Producer/Team Requirements:

  • Minimum of 3–5 years of relevant experience in radio and video production.
  • Experience in advocacy campaigns, especially related to women’s empowermentfood security, and humanitarian response.
  • Fluency in Tigrinya and/or Afar and familiarity with local cultures and contexts.
