Amref and its consortium partners are working with Ethiopian youth across 18 cities to achieve significant results, aiming to benefit at least two million youths aged 15-29 through USAID IYA-Kefeta project. This effort employs an integrated, multi-sectoral approach co-designed with the youth and based on positive youth development principles. A key component of this Activity, USAID IYA-Kefeta, actively works to create employment opportunities for youth at various skill levels, either through self-employment or wage employment. Our intake data analysis indicates that 20% of the unemployed youth aspire to wage employment based on their expertise and skill set.
Therefore, it is essential to meet the expectations of the youth regarding employment opportunities by developing pragmatic approaches. One such approach includes collaborating with the key market actors that specialize in providing demanded skill trainings and employment linkage with sufficient experience in this area.
Background:
Kefeta is actively working to link youth with employment opportunities, either through wage employment or self-employment. Over the past implementation years, more than eight thousand youths have secured employment through Kefeta’s support and facilitation role. In the process of employment linkage, it is essential to meet the expectation of the employers by providing skill-based trainings. Despite achieving significant numbers in employment linkage, there is a growing need and expectation from the youth for further employment opportunities.
In relation to this, Kefeta conducted a labor market assessment in Addis Ababa and other cities, identifying the labor market context to refine our approach. The assessment revealed that there are still untapped employers in the city if we can supply youth with the required skill set and profession and the high demanded occupations and employment areas are identified. Highly demanded occupations included those in the hospitality industry including pastry and bakery, day care service providers, and kitchen operation technical persons.
To foster the employment linkage through providing the required technical training in the coming months of FY2024, Kefeta plans to procure services from a company specializing in hospitality industry technical skill training with additional commitment that can facilitate employment linkage. Amref – Kefeta has therefore developed this Terms of Reference to engage a firm to work on skill training provision and employment linkage to Kefeta’s targeted youth in Addis Ababa over the next three months (July-September 2024).
Objectives
The main aim of this training and employment linkage activity is to provide Kefeta youth market driven and demanded skill trainings and link them to employment opportunities. In this service, it is expected to provide technical skill training to 200 Kefeta youth and link 80%of them to employment linkage on the following training areas;
- Pastry, Bakery, Kitchen operation, day care,
- Woodwork, metalwork, mobile maintenance, electric car maintenance
Target Audience:
- Job seeking youths from Addis Ababa who completed the soft skill trainings provided by Kefeta.
Scope of Training:
a) Technical skill trainings (20% theory and 80% practical)
- Pastry and bakery
- Kitchen Operation
- Day care
- Wood and metal work
- Mobile Maintenance
- Electric Vehicle Maintenance
b) Job linkage to the trained 170 youth to decent and formal employment
Training Methodology:
- Basic theoretical explanation not exceeding 20% of the training duration in the form of lecture and demonstration
- Practical training not less than 80% of the training duration and the youth will demonstrate and practice in the workshops by themselves with guidance and coaching from the trainers
Responsibilities/Scope of Work-SOW/of the service provider
The service provider will be expected to:
- Prepare and submit a detailed implementation plan.
- Prepare curricula and training materials
- Identify and persuade employers
- Provide training and employment linkage to the youth and certify them accordingly
- The training shall be completed within one month with an average training duration of 48-60 training hours
- Facilitate decent and formal employment linkage for at least trained 80% youths
- Ensure that at least 50% of the candidates are female and 6% are youths with disabilities.
- Provide a weekly report to Kefeta.

- Training Plan
- Training curricula and materials
- Training to the specified group of youth and linkage to employment (example day care, Kitchen Operation, Pastry and Bakery, metal and wood work, mobile maintenance)
- Employment linkage to at least 80% of youth with decent salary or income.
- A final report
Duration of the Assignment
- The duration of the project is three months, commencing in the second week of July 2024 and finalized in the fourth week of September 2024.
Evaluation and Assessment:
- Pre-training assessments will be conducted to assess participants’ current knowledge, skills, and training requirements.
- Post-training evaluations will be administered to measure learning outcomes, knowledge retention, and skill acquisition.
- Practical assessments and exercises will be employed to evaluate participants’ capacity to apply learned concepts in real-world situations.
- Feedback mechanisms will be implemented to collect input from participants regarding the training content, delivery, and effectiveness.
- The trained youth will be certified if they successful completed the training and achieve the minimum result
Documentation and Reporting:
- Training materials, presentations, and resources provided to participants will be documented.
- Training reports will summarize attendance, participation, evaluation results, and recommendations for improvement.
- Training activities will be recorded, including sign-in sheets, feedback forms, and assessment results, for compliance and reporting purposes.
- All documentations related with employment linkage (pledge forms, job offers, contracts, and other necessary documents) will be recorded
Timeline and Milestones:
- Develop schedule and timeline considering the scope of work, participant availability, and logistical factors.
- Set milestones for the planning, preparation, delivery, and evaluation stages of the training and employment linkage program.
- Conduct regular progress reviews and checkpoints to monitor advancements and guarantee compliance with the training and employment linkage schedule.
Quality Assurance and Continuous Improvement:
- Uphold training objectives, content relevance, and delivery standards through quality assurance measures.
- Gather feedback from participants and trainers to pinpoint areas for improvement and refinement in the training program.
- Implement corrective actions and enhancements based on lessons learned and feedback received to improve the effectiveness of future training initiatives.
