Job Description

Terms of Reference (ToR) for the Translation of the

“The Inter-Religious Council of Ethiopia Communication Manual on the protection of Children from Female Genital Mutilation and Child Marriage: The Christian Perspective’’ from Amharic to Oromifa, Agnuwak and Nuer.

Background

The Inter-Religious Council of Ethiopia (IRCE) is a collaborative organization composed of five major religious institutions in Ethiopia: the Ethiopian Orthodox Tewahedo Church, the Ethiopian Islamic Affairs Supreme Council, the Ethiopian Catholic Church, the Ethiopian Seventh Day Adventist Church, and the Ethiopian Council of Gospel Believers’ Churches. IRCE’s primary mission is to provide a platform for these institutions to contribute to national development through peacebuilding and other transformative initiatives.

In partnership with UNICEF Ethiopia, IRCE has developed evidence-based, standardized teaching manuals from a Christian perspective aimed at preventing Female Genital Mutilation (FGM) and Child, Early, and Forced Marriage (CEFM).

As part of this initiative, IRCE intends to translate the Communication Manual – On the Protection of Children from Female Genital Mutilation (FGM) and Child Marriage (CM): The Christian Perspective from Amharic into Afan Oromo (Oromifa), Agnuwak and Nuer.

To support this effort, IRCE is seeking a qualified consultant with proven expertise in professional translation to undertake this task.

Scope of Work

The selected service provider will be responsible for the following:

2.1. Provide a complete and accurate translation of the assigned document from Amharic into Afan Oromo (Oromifa), Agnuwak and Nuer.

2.2. Apply appropriate terminology, ensuring the style and nuances of the original text are preserved.

2.3. Conduct thorough quality checks and proofreading to eliminate typographical and grammatical errors.

2.4. Ensure timely delivery of all translated materials in accordance with the agreed schedule.

2.5. Incorporate feedback and revisions requested by IRCE and UNICEF and resubmit the corrected version within the specified timeframe.

2.6. Deliver the final translated document in alignment with the work plan provided by IRCE for each assignment.

2.7. Ensure the translation is technically accurate, linguistically sound, and grammatically correct, while adhering to disability etiquette and maintaining consistency in language and terminology.

2.8. Guarantee that the final product meets high-quality standards, is error-free, and requires no additional editing.

2.9. Maintain strict confidentiality and ensure data protection throughout the translation process.

2.10. Ensure consistent use of terminology across the entire document, particularly for technical and policy-related terms.

2.11. Engage in regular consultations with designated IRCE focal people to clarify ambiguous content and align on preferred terminology.

Deliverables

Translation service relating to IRCE activities will be required (as per the table below) on an as-needed basis.

Duration of the Contract:

The duration of the assignment will be for one month (August 01, 2025 to 2025-September 01, 2025).

Confidentiality Statement and Intellectual Property of Data: The documents prepared

under this contract are the property of IRCE. Thus, the consultant cannot share with others/or publish it. Unsatisfactory or incomplete work: If the service delivered is unsatisfactory or fails to conform to the conditions set out above, IRCE reserves the right, as appropriate, to interrupt it, to request that it be corrected or modified, or to refuse to accept the service.

Responsibilities of IRCE

The responsibilities of the IRCE will be to:

  • Provide a full and final document to be translated from Amharic into Afan Oromo, Agnuwak and Nuer languages.
  • Review progress of the work and provide timely feedback as necessary.
  • Quality assurance of the deliverables.
  • Ensure payment of agreed amounts, based on deliverables.

About You

Required Skills and Experience

  • Excellent written and verbal communication skills in Amharic, Afan Oromo (Oromifa), Agnuwak and Nuer.
  • A minimum of 3–5 years of relevant experience in translating policy, development, or related documents from Amharic into Afan Oromo.
  • Demonstrated expertise in translating content related to child protection, gender, or similar thematic areas.
  • Familiarity with the mandate and role of the Inter-Religious Council of Ethiopia (IRCE) is an asset.
  • A Master’s degree or equivalent in language and linguistics, Social Sciences, Law, Development Studies, Communication, or a related field.
  • Proven experience providing translation services to organizations such as UNICEF, the Ministry of Women and Social Affairs (MoWSA), IRCE, or other relevant ministries, bureaus, or research institutions.
  • Strong ability to deliver high-quality translations under tight deadlines.

11. Selection Criteria

The evaluation of proposals will be based on a combined scoring method, with the technical and financial proposals weighing 60% and 40% respectively. The breakdown of the evaluation criteria will be as follows:
